Paraic Morrissey is a distinguished member of the Royal Institute of Chartered Surveyors. With 15 years of dedicated experience, he has been providing an array of construction consulting services to various clients in North America since 2012. He focuses on diverse aspects of cost management and project management, along with establishing and growing key accounts in North America. His leadership skills and industry knowledge have been instrumental to the success of our New York office and beyond.
Michael O’Reilly, Vice President

Michael holds a Bachelor’s Degree in Construction Management and brings over 20 years of experience providing construction consulting services to key clients and major projects across North America. An AACEi Certified Cost Professional (CCP) and Resident Manager of our Boston office, he manages all areas of construction costs and project delivery, and looks forward to taking on a more integral role in the regional management team. His diverse industry experience and dedication to his clients and projects have been instrumental to the success of the Boston office and the North American practice.

Jordan Miller is the Resident Manager of our Denver office, bringing extensive expertise in project and program management, specializing in cost forecasting, financial reporting, and project controls. As a trusted advisor, she partners with clients to offer valuable insights and guides them through each stage of design and construction. With over a decade of experience across multiple sectors, Jordan excels at leading teams and delivering strategic solutions that protect her clients’ interests. Her dedication ensures projects are completed efficiently, staying on track and within budget, while meeting or exceeding client expectations.
Charles O’Loughlin, Principal
Miami, Florida
Charles is our Miami Office leader and is a RICS Chartered Quantity Surveyor with over a decade of experience working across North America, Europe and internationally. He has a strong background in both Cost and Project Management working on large-scale projects in sectors including sports, luxury retail, commercial, real estate and higher education. With expertise in both pre- and post-contract services, Charles excels in managing complex, multi-stakeholder projects and leads teams to deliver results for our clients.

Warren Todd is now Principal. Warren, a Senior Cost Manager with 27 years of experience, has been with RLB for 9 years. He brings a diverse skill set in cost management, handling both pre- and post-contract roles with expertise across project lifecycles. A licensed Quantity Surveyor and RICS member, Warren is committed to maintaining the highest standards of professionalism in his field.
Aaron Woodward, Principal
Phoenix, Arizona
Aaron Woodward, RLB’s Head of Sustainability, offers 25 years of project management and green building experience to the North America practice. He oversees all facets of design and construction projects across various sectors and sizes, while also spearheading RLB North America’s sustainability solutions practice. Aaron holds a Master’s in Sustainability Leadership from Arizona State University, highlighting his dedication to advancing sustainable practices throughout the industry.
Terence Young, Principal
Honolulu, Hawaii
Terence Young is now a Principal of RLB and licensed Professional Engineer in the State of Hawaii. With 21 years of experience, he has been involved in landmark projects across the Hawaiian Islands with a portfolio in excess of $2B. Clients in private and public sectors rely on Terence for his adept navigation of projects in the preconstruction, construction and closeout phases as well as his ability to balance relationships among stakeholders and project teams. He holds credentials as a Certified Construction Manager and earned his civil engineering degree from Purdue University.
Jesse Zunke, Principal

Jesse Zunke is now Principal. Based in the Phoenix office, Jesse specializes in cost estimating, informed by his mastery of lean construction techniques and critical-path methods. He holds a Bachelor of Science in Construction Management from Arizona State University.
