GS E&C Corporation, a development, owner, and investment company based in Seoul, Korea, approached RLB in November 2020 amid a global pandemic seeking support through Quantity Surveying services for a Mixed-Use & residential development in Mountain View, California. As an international company GS E&C had a deep understanding of Quantity Surveying services and the value RLB would add to their project.

With an initial construction budget of $250 M the 777 West Middlefield Road development is currently one of the largest housing projects of its kind in the City of Mountain View, making it a landmark project that offers a key solution to the ongoing housing crisis in California.

Delivers Housing in a time of scarcity of residential options
A key driver behind RLB’s engagement in this landmark development was its anticipated positive impact with the local community; delivering much-needed housing to support surrounding tech hubs during a severe housing shortage. The development spans approximately 10 acres and consists of three Type IIIA wood-framed structures over Type IA podiums, each rising five stories. It features thoughtfully designed residences complemented by two levels of subterranean parking, providing around 878 spaces in total.
As the SEVENS project was the client’s first venture in the United States, they were looking for the same level of service and attention to detail they were used to from projects in Asia.

RLB served as a trusted advisor, providing expert guidance on the intricacies of Quantity Surveying and cost management services to the local developer, delivering significant value to the project. Throughout the project’s duration, all KPIs remained healthy, with no critical stages falling below 90%. The RLB team actively supported monitoring and reporting on key areas, including the buyout process, project contingencies, VE and design allowances.

TCA Architects advanced the previously entitled design, refining plans to meet updated client programming and City guidelines and thoughtfully integrating the project into the surrounding neighborhood.
The Sevens exemplifies thoughtful urban design, seamlessly integrating architecture, landscape, and community connectivity. Landscaped courtyards and pedestrian paseos link a variety of outdoor gathering areas, fitness amenities, and lounges that support a balanced lifestyle.
The architecture successfully blends vertical and horizontal elements, stepping down to three and four stories to complement the neighborhood scale, resulting in a transformative multi-building residential community designed to meet a growing regional need for housing.

Workforce Housing for Local Community & Tech Employers
The chronic housing shortage, as well as the proximity to strong employment generators such as Google, LinkedIn, Synopsys, Veritas, Symantec, NASA Ames, Microsoft, and others has incentivized the owner to invest in this development. The development team saw an opportunity to support the community with market rate and affordable housing. RLB continues to be a proud partner on one of the largest residential projects that is located within proximity to Google’s main campus, their planned state-of-the-art Headquarters, and 1/2 Mile from Downtown Mountain View and its main transit hub.
