We are delighted to welcome Andrew Chow to our Hong Kong office as Infrastructure Lead.
With nearly 40 years of experience across major infrastructure and construction projects in Hong Kong, Macau, and Asia, Andrew brings extensive expertise in project commercial and cost management—spanning feasibility studies and cost planning through to procurement, contract administration, and final account settlement.
KCRC West Rail and Hong Kong Ocean Park Master Redevelopment projects cited the statement:

In his role at RLB, Andrew leads the estimating function for infrastructure projects, overseeing cost validation, budgeting, and forecasting, while ensuring project delivery aligns with client objectives and regulatory requirements. He is also highly regarded for his expertise in risk identification and quantitative risk assessment, helping teams implement effective mitigation measures and cost control strategies.
One of Andrew’s key strengths is his proven track record in value engineering and cost optimisation, including initiatives that have delivered savings of up to 30% on major projects. His contributions to the development of cost governance models and pricing frameworks have helped establish consistent, value-driven approaches across multiple infrastructure programmes.
Throughout his career, Andrew has held senior leadership positions including Contracts Manager, Director of Project Management, and Cost Controls Manager, leading regional teams and advising on tendering, claims management, procurement strategies, and financial risk across Hong Kong and Southeast Asia.
