The Binalbagan-Isabela Sugar Company Inc (BISCOM) Sugar Refinery plant in Cagayan de Oro City was designed to have a processing capacity of 14, 000 Tonnes Crushing Daily (TCD) of Sugar cane.

It is located in Barangay San Vicente, Binalbagan, Negros Occidental, 66 kilometers away from Bacolod City.

BISCOM mill district Binalbagan, Himamaylan City, Hinigaran, Moises Padilla and Isabela of Negros Occidental, with a total sugarcane area of 28, 725 hectares. BISCOM’s total sugar production is 8.64% of the national production. The company is headed by Businessman and singer-composer Jose Marie Chan. The Rider Levett Bucknall Philippines Inc. provided construction management service to BISCOM Sugar Refinery Plant in Cagayan De Oro.
