Kenneth Kwan

Kenneth Kwan

Chairman, Global Board

Kenneth has been a member of the Global Board since its formation in 2007 before he became the Chairman of the Global Board. He is also the Chairman of RLB’s Hong Kong and China practices.

Joining RLB in 1986, Kenneth has excelled in delivering high profile projects in the public and private sector throughout Hong Kong, Macau, China, Singapore, Cambodia and Taiwan. Among his professional achievements, he is an accomplished quantity surveyor and earned his qualification as a Chartered Surveyor in 1989.

Kenneth has served as Chairman of the Royal Institution of Chartered Surveyors Hong Kong from 2011 to 2013, and has been the Chairman of its Asia Quantity Surveying Professional Group from 2012 to 2018. He is now a board member of the Institution’s Asia Pacific World Regional Board.

Kenneth is also a Fellow of the Royal Institution of Chartered Surveyors, a Fellow of the Hong Kong Institute of Surveyors and a China Registered Cost Engineer. He received a scholarship from the Royal Institution of Chartered Surveyors, for his scholastic achievements during his study at the Hong Kong Polytechnic University.

Julian Anderson

Julian Anderson is a founding shareholder and president of the company’s North American practice where he is responsible for overall management.

Julian is a Chartered Quantity Surveyor, construction project management advisor, construction cost estimator, lean construction consultant, project procurement consultant, and building life advisor. Julian holds general contractor’s licenses in Arizona and Nevada and is a Certified Cost Consultant. With 42 years of professional practice, all at RLB, Julian’s experience encompasses everything from small projects to complex projects valued at several billion dollars. He has also served as an expert witness in numerous construction-related disputes.

Julian speaks regularly to industry organizations including the Associated General Contractors and others. He has frequently been quoted in industry publications such as Engineering News-Record, and has written articles for Arizona Commercial Real Estate Magazine, Denver Daily Journal, and others.

He obtained his tertiary qualifications in quantity surveying from the Queensland Institute of Technology.

Richard Anderson

Richard Anderson

Richard Anderson is a Director of RLB in Auckland and RLB in Otago, and a member of our Executive Committee.

With over 38 years’ experience in the construction industries in the UK, United States and New Zealand, Richard’s portfolio includes rail and roading infrastructure, transport intermodal infrastructure, hotels and resorts, entertainment and hospitality, health, early childhood centres, specialist fit-¬outs and data centres.

Richard takes an active role in the prestigious Property Council of New Zealand Property Industry Awards as a Judge.

He is a member of the Royal Institution of Chartered Surveyors, the New Zealand Institute of Quantity Surveyors, and the Chartered Institute of Arbitrators.

Ann Bentley

Ann Bentley

Ann is a Global Board Director and sits on the UK Board as a non-Executive. With more than 35 years’ experience as an Engineer, Project Manager and Strategic Advisor in the property, infrastructure and construction sectors, Ann has expertise in working with commercial, public and third sector clients. She is an advocate for diversity and social inclusion in the construction industry.

Ann has a number of roles supporting cross industry initiatives, she is a member of the UK Government’s Construction Leadership Council (CLC), and recently authored the CLC’s report “Procuring for Value”. Ann sat on the Ministry of Housing, Communities and Local Government’s Independent Expert Advisory Panel on building safety following Grenfell Tower, is a member of the CBI’s Construction Council and an advisor to the Construction Industry Council. She is a Chartered Member of the Institution for Civil Engineers (MICE), a Fellow of the Royal Institution of Chartered Surveyors (FRICS) and holds an MBA from Henley Business School.

Ann has played a leading role in many of our company milestones, including the UK management buyout in 2003 and the formation of the global practice in 2007. She has been a member of RLB’s Global Board since 2012 and is a previous Global Chair. In her non-Executive capacity, Ann provides advice and challenge to the RLB UK Board on governance, global matters and government level thinking on issues affecting our business now and in the future.

In the academic world, Ann is a visiting Professor of Business Management, Project Management and Quantity Surveying at Birmingham City University. A judge for a number of industry awards, she is also a regular commentator in national and trade media and speaker at national and international construction conferences.

Eric Fong

Eric Fong

Eric Fong is a Managing Director of RLB’s North Asia practices with specific responsibility for Shanghai and Nanjing offices in Mainland China. Joining RLB in Hong Kong in 1994, Eric has over 25 years of industry experiences in the United Kingdom, Hong Kong and Mainland China, providing cost and project management services for many large scale and landmark projects in commercial, residential, mixed-used, theme park and tall-building developments.

Eric has played a key role in the expansion of RLB’s business in Mainland China and acquired extensive knowledge of China’s construction and development processes. He also specialises in project fund monitoring services for financial institutions and private equity groups.

Eric is a member of the Royal Institution of Chartered Surveyors, a member of the Hong Kong Institute of Surveyors and a China Registered Cost Engineer. He holds a Bachelor of Science in Quantity Surveying from the Hong Kong Polytechnic University and a Master of Science in Construction Management from the University of Reading in the United Kingdom.

Ling Lam

Ling Lam

Ling is a Managing Director of RLB’s Hong Kong and China practices. She presently serves as the Secretary of the Association of Consulting Quantity Surveyors (ACQS).

Ling has a broad range of industry and project experience and has successfully delivered many complex and high-profile projects for local and international clients, and in collaboration with international design teams. Her project experience includes high-end hotels, gaming projects, university buildings, theatres, sports facilities, commercial and residential projects. She has been recognised for consistently delivering high standards of excellence, and contributing to our success.

Ling is an advocate of the quantity surveying profession within the industry. She actively promotes education and training through local universities and professional institutional bodies and has served as a member of the External Examination Board for Hong Kong Institute of Vocational Education.

Ling is also a Fellow Member of The Royal Institution of Chartered Surveyors, a Fellow Member of The Hong Kong Institute of Surveyors, a Registered Professional Surveyor (Quantity Surveying Division) in Hong Kong and an Associate Member of The Chartered Institute of Arbitrators. She earned a Master of Science in Project Management with Distinction in Hong Kong Polytechnic University and a Bachelor of Science in Quantity Surveying with Commendation in South Bank Polytechnic, London, UK.

Russell Lloyd

Russell Loyd is a Partner of RLB in the UK. He is a member of the senior management team in the London office, with responsibility for ongoing development of quantity surveying services. Russell also represents RLB in the UK on the Global Board.

He works closely with global colleagues to deliver major international projects across Europe and beyond.

Joining RLB in 1994, he has over 30 years of industry experience across a broad range of sectors, including leisure, retail, sport, residential, health and process engineering. His vast expertise in cost management and procurement of both major projects and large roll-out programs provides clients with advice and opinion to deliver successful projects.

Russell is a member of the Royal Institution of Chartered Surveyors, and holds a Bachelor of Science in Quantity Surveying from Birmingham City University.

Stephen Mee

Stephen Mee

Stephen Mee is a Director of RLB in Sydney, a member of the Executive Committee, and chairman of the Oceania Finance Committee.

Stephen joined RLB in 1983. A respected construction cost estimator, property consultant, and financial services counselor, he has developed new strategies that allow us to deliver projects in Australasia on time and under budget. His construction project portfolio includes commercial, residential, hotel, corporate, hospitality, retail, historic restoration, adaptive reuse, aquatic, and data centre construction projects.

Stephen is an Associate Member of the Australian Institute of Quantity Surveyors and has a Masters of Project Management from the University of New South Wales.

Andrew Reynolds

Andrew is the Chief Executive of RLB in the UK and is passionate about creating and delivering the best outcomes for our clients and our people.

He has a particular interest in creating opportunities for people to develop and succeed in the construction industry.

Joining RLB in 2001, Andrew is a Chartered Quantity Surveyor and a specialist in construction project management, with 25 years of industry experience.

As a Global Board Director he represents RLB EMEA within the global practice, and is responsible for the RLB Euro Alliance; a network of independent businesses specifically selected to enhance our international offering. He ensures they function effectively together, utilising both local expertise and global networks to deliver successful project outcomes.

A member of the Association for Project Management, Andrew is also a Fellow of the Royal Institution of Chartered Surveyors. He holds a Bachelor of Science in Quantity Surveying from the University of Salford.

Peter Tulla

Peter Tulla

Peter Tulla is a Director of RLB in Adelaide and Chairman of the Oceania Executive Committee. As a skilled quantity surveyor, he provides guidance and service to our network of clients in South Australia.

Joining RLB in 1987, Peter excelled in strategic advice in the delivery of cost management and developing alternative delivery strategies. Over 27 years have been spent successfully leading projects that yield greater value from their available funds.

His principal areas of focus are contracts, risk, and risk transfer. He has applied his expertise to several office, education, healthcare, retail, defence, airports and infrastructure projects throughout Australia.

Peter is a Fellow of the Australian Institute of Quantity Surveyors, AIQS SA Chapter Councillor and holds a Bachelor of Applied Science in Building Studies from the University of South Australia.
