In the 2025 edition of our procurement trends survey, ‘Creating a Value Chain’, our data highlights a marked shift from a transactional to an outcome-based procurement approach across the UK construction industry.

Economic conditions have changed and our findings show that a growing number of both clients and contractors recognise the need for a more sustainable contracting model.

Clients are also demanding more and better outcomes – and this is evidenced by the increasing sustainability targets placed in tenders.

Key Findings For Shifting to Outcome-Based Procurement in Construction

Here are some of the key findings that have informed our view that it is now time for the whole industry to adopt outcome-based procurement more widely:

  • 31% of contracts are now defining sustainability targets
  • 40% of contractors are reporting an increase in collaborative procurement practices
  • 61% of tenders make it clear the tender criteria to be used
