Emma Hooper, Head of Information Management Strategy at RLB Digital is authoring a new built environment standard, PAS 1958 which is expected to be published in February 2026. The new fast-track standard aims to bring clarity, improve interoperability and support better information management across the industry.
As technology in the built environment advances at an unprecedented speed, the need for agile governance and guidance has never been more critical. Those developing frameworks for emerging technologies require clear, evolving standards to ensure consistency and trust. Drawing on her leadership at nima and other key industry roles, Emma is perfectly placed to shape this guidance – bringing a deep understanding of the complexities of information management, its challenges, and its opportunities.
The many data and digital standards specific to the built environment, create a complex and often inconsistent landscape. Feedback from industry workshops led by BSI and Innovate UK revealed that professionals sought clarity around the relationship between existing standards, rather than having to work it out each time at a project level.
PAS 1958 is designed to sit above existing standards, acting as a guide to show how they fit together. By streamlining how standards interact, it will help organisations make informed decisions and apply best practices more confidently.

PAS 1958 is currently under development, with a public comment period starting in September and publishing early 2026.
