RLB has been appointed to two leading public sector frameworks, Crown Commercial Service’s RM6343 Estate Management Services 2 and the ESPO 2664_26 – Property, Building & Infrastructure Advice & Management Services.
The CCS Estate Management Services 2 framework comes at a pivotal moment for PFI and wider public-private partnership (PPP) estates across the UK and gives public sector organisations the opportunity to access RLB’s specialist expertise through a simple, compliant route, supporting everything from early planning through to contract expiry and handback.
RLB is named on the following four Lots:
Lot 4 – Surveying & Strategic Advice
Lot 8a – PFI Technical & Strategic Advice Services
Lot 8b – PFI Surveying Services
Lot 8c – PFI Fire Safety & Audit
Being named on these lots means RLB can provide advice, technical insight and high‑quality surveying services where they matter most.
Crown Commercial Service supports the public sector to achieve maximum commercial value when procuring common goods and services. In 2024/25, CCS helped the public sector to achieve commercial benefits equal to £5.3 billion – supporting world-class public services that offer best value for taxpayers.
The second appointment is to ESPO 2664_26 – Property, Building & Infrastructure Advice & Management Services, a national procurement framework designed to give UK public sector bodies access to a wide range of property, building, and infrastructure advisory and management services. It is a comprehensive multi-disciplinary framework for estates, capital projects and facilities-related functions. RLB has been awarded a position on all eight Lots of the framework, covering the North of England, Midlands East of England, South of England, London, Wales, Scotland and Northern Ireland.
Philippa Lean, RLB’s Frameworks Growth Manager comments,
“We are delighted to be working with the public sector across these two distinct frameworks. The CCS Estate Management Services 2 framework supports estate managers in understanding the condition of their estates at a critical point in a built asset lifecycle, during the process of a PFI handback. The second framework, the ESPO 2664_26 provides access to RLB multi-disciplinary consultancy services across the built environment.”
