These appointments, all effective April 2026, span Adelaide, Auckland, Brisbane, Christchurch, Melbourne, Perth and Sydney — a reminder that RLB’s strength is as much about the breadth of our people as it is about the depth of our work.

Please join me in congratulating these 17 colleagues on their well-earned promotions. Each of them has made a real difference to our clients, our teams and the communities we serve. Congratulations to all on a significant milestone.

Bradley Coley – Director, Auckland A trusted advisor, Bradley Coley brings a hands-on approach to his work with RLB, shaped by his earlier career as a qualified carpenter and site foreman.

Bradley joined RLB in 2014 and progressed through the business to Associate Director in 2022. With extensive experience spanning retail, infrastructure, data centres and commercial construction, he is known for his strong technical capability and commercial insight.

Steve Gracey said Bradley’s appointment reflects both his capability and his leadership. “Bradley combines strong technical expertise with a clear understanding of how projects are delivered in practice. He is a trusted advisor to clients and a respected leader within our team. His appointment strengthens our leadership in Auckland and supports our continued growth across New Zealand.”

Bradley said he was proud to step into the role. “I’m grateful for the opportunities I’ve had at RLB and the support of the team throughout my career. I look forward to continuing to work with our clients and colleagues to deliver strong outcomes and contribute to the future of the business.”

Nicholas Duncan — Director, Queensland After recently relocating to Townsville to strengthen RLB’s presence in Queensland, Nick Duncan’s appointment as Director reflects more than two decades of commitment to the Sunshine State.

Nick has led teams across Cairns, Townsville and the Sunshine Coast, and was appointed Technical Director in January 2025.

His project experience includes the Sunshine Coast City Hall, Cairns Base Hospital Redevelopment and the Cairns Convention Centre.

Chris Marais said: “Nick’s career reflects a deep commitment to the communities and industries we serve across Queensland. He has built trusted relationships across the sector and consistently demonstrates the professionalism and judgement our clients rely on.”

Nick is honoured to take on the role. “North Queensland has been central to my career and it is a privilege to contribute to the continued growth of our Townsville and Cairns teams.”

Mark Spencer – Technical Director, Queensland Mark Spencer brings more than 18 years of experience in building and construction, with deep expertise in portfolio programs and forensic delay analysis. His passion for digital innovation and his strategic vision will be instrumental in driving the continued growth of RLB’s Programming division in Queensland.

Victoria Ferguson – New Business Manager, Client and Strategy, New South Wales Joining RLB in 2019, Victoria has consistently demonstrated strong industry insight and a genuine commitment to the business’s success. Her new role is focused on uncovering new business opportunities and partnerships, and positioning RLB for future growth. We look forward to her contribution in this next chapter.

Patrick Bates (Sydney) joined RLB in 2017 and has built a reputation for conscientiousness, accuracy and critical thinking. His communication skills and client focus have consistently delivered outcomes that meet and exceed expectations, earning him trusted status among peers and industry alike.

Seán Brosnan (Perth) joined RLB in early 2025, bringing over 20 years of quantity surveying experience across Australia and Ireland. Highly motivated and client-focused, Seán has quickly made his mark on complex, multi-sector projects.

Kris Goodfellow (Perth) joined RLB in 2022 with a background spanning contractors and clients on UK infrastructure programs. His expertise in commercial services, dispute resolution and procurement strategy gives him a well-rounded and highly practical perspective.

Nick Hombsch (Adelaide) has been a valued member of the Adelaide team since 2021, providing Cost Management and Estimating Services as part of the SA Infrastructure Team. During this time, he has contributed to a wide range of projects as a key team member, including the Port Bonython Hydrogen Project, major State Government road initiatives, and more recently, several significant SA Water projects.

Edwin Hu (Melbourne) joined RLB in 2017 and brings extensive quantity surveying experience across Australia and China, spanning education, residential, commercial and retail sectors. He is known for his meticulous approach to cost planning and post-contract delivery, and gives back to the profession as a lecturer for postgraduate construction management students at the University of Melbourne.

Scott Mazzone (Adelaide) is a specialist marine construction Estimator and Project Manager, with extensive experience across jetty remediation and wharf upgrade projects. He has also delivered Project Management Services to State Government. Scott has built a strong reputation for providing practical, client-focused advice on complex maritime projects.

Shane Mitchell (Sydney) joined RLB in 2021 and brings extensive cost management knowledge and trade experience to his work. He delivers practical, client-focused advice and builds trusted relationships across client and colleague networks. Shane’s personable nature ensures critical advice is communicated in a positive and supportive manner.

Tom Mullins (Sydney) joined RLB in 2017 and has built broad sector experience, managing complex projects with a pragmatic, solutions-focused approach. His natural affability and commitment to RLB’s values have made him a genuine champion of our culture within NSW.

Nirvana Rampersad (Perth) joined RLB in late 2025 and has made an immediate impact. With over 12 years of experience across civil, infrastructure and building projects, she brings together commercial acumen and digital innovation in equal measure.

Connor Sfinas (Sydney) joined RLB in 2015 and brings international perspective gained through time with RLB USA. He applies that experience across cost planning and contract administration, combining his strong relationship skills with deep technical capability to maintain project momentum and deliver trusted Independent Certifier services.

Torgan Snelgrove (Sydney) joined RLB in 2018 and has developed broad multi-sector expertise. His calm, considered approach consistently delivers strong outcomes for clients in complex and demanding situations. Currently leading several data centre developments, his contribution is highly valued across the NSW team.

Sam Tosh (Christchurch) returns to New Zealand after a significant chapter with RLB UK, where he developed specialist expertise in procurement and contractual delivery across infrastructure, energy, defence and aviation. We’re delighted to welcome him home to strengthen our South Island team.

Sam Valkonen (Adelaide) has been with RLB since 2020 and has contributed to a significant number of landmark South Australian public realm projects for both State and Local Government, as well as within the private sector.  He has established strong working relationships with Landscape Architects, Contractors, and numerous Councils.

We congratulate all 17 on their well-earned appointments and look forward to their continued contribution to our clients, our teams and the future of RLB.
