Senior Vice President
Scott Sumners is Senior Vice President of RLB’s North American practice. He is responsible for oversight of select projects, client relationships, and new project pursuits. Scott has over 25 years of experience in the development and construction industry, with a concentration on large, complex projects with multiple stakeholders.
Toronto, Ontario, Canada
Terry Harron leads the Toronto office of RLB, overseeing all Canadian operations. He is a Professional Quantity Surveyor (PQS), as bestowed by the Canadian Institute of Quantity Surveyors. Terry brings over 40 years of experience leading some of Canada’s largest contracting and construction management companies.
With over 40 years of construction industry experience, Chris is an expert in the field of construction cost management. Chris assists owners, design professionals and lenders in the control of the cost and time aspects of their construction projects. His experience includes services on a diverse range of projects, locally and nationally, with construction values exceeding hundreds of millions of dollars.
Casey Martin provides a full-spectrum of advisory services, reviewing in-house contracts and schedules and provides services to owners, attorneys, contractors, subcontractors, and design professionals.
San Francisco, California
Ryan is an experienced senior project manager in the San Francisco Bay Area. He has successfully managed multiple projects simultaneously with a total valuation exceeding $100M. Ryan’s experience includes the development and execution of the entitlement and permitting strategy, cost and schedule control, contract administration, and overseeing the subsequent tasks implementation.
Craig has nearly 40 years of experience in the construction industry and has a strong history of developing collaborative relationships with owners/tenants, developers, end users, regulatory agencies and design teams to ensure industry-leading project delivery, diligent cost and schedule control and excellent safety performance.
Dan Junge is an AACE Certified Estimating Professional (CEP) and Certified Cost Technician (CCT) with over 12 years of experience in the construction industry. Dan’s expertise lies in cost estimating, value engineering and project documentation. He is also experienced with various estimating software, materials take-off and various programs for scheduling purposes.
Scott Usher is a chartered member of the Australian Institute of Quantity Surveyors, and candidate member of the Royal Institution of Chartered Surveyors. He started his career with RLB in 2015, in the Brisbane, Australia office before relocating to the Portland office. Specializing in estimating, cost planning, and post-contract services. With a trade-qualified background in carpentry, Scott has a unique set of skills that assist in giving a particular insight over a diverse range and size of projects.
With over 37 years of construction industry experience, Sal has diversified experience in the manufacturing environment with an emphasis on mechanical and process systems installation, budget estimating and construction management for various high-tech manufacturing, food service, biopharmaceutical, pharmaceutical production and industrial processing projects.
With more than 20 years’ experience in the construction industry, Bronson is skilled in balancing the relationship between value, time and cost of a construction project. He works closely with owners and design teams to maintain a high standard of quality while ensuring the best return on original investment.
Kaulana’s expertise includes all aspects of the building process, as he has acted as the senior project manager on a number of State of Hawaii Department of Transportation projects during his tenure in the construction industry. His experience ranges from conducting on-site inspections, construction monitoring, and material testing and analysis to scheduling and reporting.
John Perry has over 40 years of construction experience in both cost estimating and general contracting. John has been involved in numerous education and healthcare projects as well as essential facilities and public sector work, developing cost estimates at all levels of design. He has also been involved in a series of alternative delivery projects, tracking the early budget through to construction and works with contractors to reconcile independent estimates and meet project budget requirements.
Melanie Saunders is the Human Resources Manager for RLB North America, with over a decade of experience in the Human Resources industry. Melanie is a certified professional in Human Resources (PHR) and works alongside leadership to recruit and retain a high performing, diverse workplace and is heavily involved in staff-training programs.
Terence Young is a licensed Professional Engineer based in the Honolulu office. With more than fifteen years of experience, he has been involved in landmark developments across the Hawaiian Islands and leads the preconstruction, construction and closeout phases of projects in excess of $200M.

Ron Zurcher brings to the team an extensive track record of over 30 years’ experience delivering successful, award-winning projects. Ron has provided project management services for small and large-scale projects in a variety of market sectors, including high-rise condominiums, hospitality, casino, retail, commercial office buildings and airports.
