Executive Vice President
Erin Kirihara is Executive Vice President of RLB’s North American Practice and Director in Charge of RLB in the Hawaii Region. She is a member of the ﬁrm’s North American Board of Directors and has made significant impact to Hawaii’s built environment throughout her 18-year career with the firm.
With specialized expertise in the hospitality and commercial sectors, Erin has managed construction ranging from $1 million to $800 million in Hawaii and the U.S. mainland. To date, her portfolio exceeds $3 billion in project value and includes more than 8,500 guestrooms and residential units that she has managed successfully from preconstruction through closeout.
Paired with her exceptional record for delivering on-time and on-budget projects, Erin’s contributions to local non-profit and industry organizations have earned her recognition as an outstanding leader among Hawaii’s business community.
Executive Vice President
Working out of the Phoenix, Arizona office, Scott is responsible for oversight of selected high-profile projects, client relationships, and new project pursuits.
Scott has nearly 30 years of experience in the development and construction industry, with a concentration on large, complex projects with multiple stakeholders. While his project management experience spans numerous sectors, Scott’s expertise is in public assembly venues, including major expansions of the Phoenix Convention Center, Anaheim Convention Center, Sacramento Convention Center and Colorado Convention Center.
An active member of his community, Scott serves as a Commissioner for the City of Tempe Development Review Commission and the City of Tempe Joint Review Committee. Scott has earned professional credentials as a Project Management Professional (PMP) through the Project Management Institute, and as a Certified Construction Manager (CCM) through the Construction Management Association of America.
Scott holds a Bachelor of Science degree in Urban Planning and a Master’s degree in Public Administration from Arizona State University.
San Jose, CA
Leading efforts in the San Jose market, Joel has a keen understanding of the review, analysis, and negotiation of construction costs and schedules, across all types of project delivery methods.
Joel is a member of the Royal Institution of Chartered Surveyors. He received a Bachelor of Science degree in Quantity Surveying from University of Abertay, Dundee, Scotland.
San Francisco, CA
Ryan leads the RLB San Francisco office and has more than 15 years of work experience within the San Francisco Bay Area. He has successfully managed multiple projects simultaneously with a total valuation exceeding $1.5 B. Ryan’s experience includes the development and execution of the entitlement and permitting strategy, cost and schedule control, contract administration, and construction management.
Guia Lasquete is responsible for management of the firm’s Hawaii Island operations. With a 10-year career with the firm and more than 25 years of construction industry experience, Guia is skilled in both cost and project management specialties. She advises clients on the cost, time, quality and risk of construction projects, while leading strategic development for teams based in Hilo and Waikoloa. Her community contributions include serving on the Executive Committee of the Hawaii Leeward Planning Conference and Economic Development Committee of the Hawaii Island Chamber of Commerce.
As the Washington D.C. office leader, Kirk ensures cost and quality value for owners by providing expert cost estimating, project management and advisory services for the Washington D.C. metro region. With over 22 years in the construction industry, Kirk’s broad range of experience has helped clients with successful projects in both the private and public sectors.
Dan Junge leads our Portland office. He is an AACE Certified Estimating Professional (CEP) and Certified Cost Technician (CCT) with over 15 years of experience in the construction industry. Dan’s expertise lies in cost estimating, value engineering and project documentation. He is also experienced with various estimating software, materials take-off and various programs for scheduling purposes.
Jordan Miller’s expertise is in cost estimating, bid analysis, cost forecasting and budget management. She provides trusted cost advice to clients, allowing them to make informed decisions through each stage of the construction project. As a regional leader of the RLB Cost Management Global Community, she is focused on construction industry trends and digital tools. As the leader of the RLB Healthcare Community, she helps guide efforts in the healthcare sector. Jordan earned her bachelor’s degree from the University of Tulsa.

Leading the efforts of our New York office, Paraic is a member of the Royal Institute of Chartered Surveyors and brings 12 years of experience in the construction industry. Paraic has provided an array of construction consulting services for different clients in New York and across North America since 2012, focusing on diverse aspects of cost management and estimating.
Melanie Saunders is the Human Resources Manager for RLB North America, with over two decades of experience in the Human Resources industry. Melanie is a certified professional in Human Resources (PHR) and works alongside leadership to recruit and retain a high performing, diverse workplace and is heavily involved in staff-training and mentorship programs.
Antonia Agbannawag leads strategic marketing and business development initiatives for the Hawaii region, supporting teams on Oahu, Hawaii Island and Maui, and their impactful contributions to construction projects that define the built environment of the Hawaiian Islands. Equipped with a background in public relations and public affairs, Antonia leverages her perspective to help teams navigate relationship building within Hawaii’s complex stakeholder landscape, effectively communicate the value RLB delivers, and supports personnel in embracing their roles as experts and leaders in the Islands’ construction and business communities.
Blair Banker is responsible for managing the firm’s advisory specialty in the Hawaii region. With more than four decades of experience in the construction industry, Blair leverages his technical expertise and understanding of the market to provide highly effective construction claim analysis, expert opinion, and construction defect forensics, in addition to consulting on a range of real estate and property-related matters. Throughout his extensive career, Blair has served a full spectrum of project types ranged from $500K to $2B in the Pacific and East Coast regions of North America.
Taryn Harbert is the Senior Brand Specialist for RLB’s North American practice. With more than a decade of experience in the marketing sphere, she is responsible for RLB’s North America publications, brand management, and internal and external communications. Taryn is a regional member of RLB’s Global Marketing and Communications Committee and the Global Research Committee. She holds a bachelor’s degree in technical writing.

Melissa is the Corporate Trainer for RLB North America. She plays a vital role in working with managers to identify training needs and mapping out the developmental goals for all groups and individuals within RLB North America. She also assists in other areas of HR to keep RLB as an employer of choice for their staff. Melissa is an SHRM Certified Professional (SHRM-CP).
San Jose, CA
A specialist in cost management, John has managed client and stakeholder relationships, and built and implementing tools that automate tasks and increase efficiency and throughput. John is a dedicated leader with exceptional communication, analytical, and problem-solving skills. Previously serving as a Project Management/Engineering Economics Course Instructor at Oregon State University, his credentials include a master’s of science degree in industrial and systems engineering.
Yong Shi contributes his expertise to the cost specialty team in Honolulu. As a trusted advisor to clients in Hawaii and the Pacific, Yong is skilled in preparing detailed cost estimates, developing effective cost strategies, and providing review and analysis of costs to ensure budget certainty on construction projects. His technical abilities and advanced knowledge of total cost management are demonstrated by his accreditation as a Certified Cost Professional (CCP). He is an active member of AACE International and holds leadership positions in the local AACE Hawaii Section.
