David Piper

David Piper is an Associate Principal at Rider Levett Bucknall Caribbean: based in Saint Lucia, he leads the firm’s operations in the Caribbean. With over 35 years of experience in the construction industry—including more than 20 years in the Caribbean and 7 years in the South Pacific—David brings a wealth of regional and international expertise to his role.

David specializes in project management, project monitoring, and quantity surveying for large-scale health, hospitality, commercial, and civil infrastructure projects. His deep understanding of the unique challenges and opportunities in Small Island Developing States enables him to deliver tailored, resilient solutions across the region.

Throughout his career, David has contributed to a wide range of high-profile projects, including the Hewanorra International Airport (Saint Lucia), and the Port of San Juan (Puerto Rico) and The New National Hospital (Montserrat), among many others.

David holds a Bachelor of Engineering Honours Degree in Civil Engineering and is recognized for his strengths in project management, cost and commercial management, contract negotiations, risk and change management, and value engineering.
