UK Board Finance Director

Stuart Stables is a Director of RLB’s United Kingdom region and a member of the Caribbean Board of Directors. He is responsible for the financial strategy and financial controls of the organization.

Stuart brings more than 22 years of experience in the construction industry to RLB. At the firm, he has been involved in key business and operational projects, such as management buy-outs, redesigning the financial control and reporting systems, and implementation of a new management information system. Key areas of his expertise include financial reporting, working capital control, corporate governance, and coordination of internal support functions with and within the business.

Stuart is a Fellow of the Institute of Chartered Accountants and a member of the Association of Corporate Treasurers.

He holds a Bachelor of Science degree with honours in maths and physics, and a Master of Business Administration degree from the Warwick Business School.

Grant Owen

Grant Owen

Executive Vice President, North America

Grant Owen is Executive Vice President of RLB’s North American practice where he is the Director responsible for the North East region and is a member of the Caribbean Board. A recognized expert in the field of construction cost management, he joined the firm in 1995. He is a Certified Cost Professional, specializing in conceptual cost planning, detailed cost management, cost reconciliation, and negotiation.

Grant was appointed to the task team created by The Construction Specifications Institute and Construction Specifications Canada to develop a uniform classification of construction systems and assemblies. Grant is a Fellow of the Royal Institution of Chartered Surveyors, a Professional Quantity Surveyor, a Certified Construction Auditor and a member of the Association for the Advancement of Cost Engineering.

Grant has worked on a range of projects including; aviation facilities, education, gaming, healthcare, hospitality, public safety, residential, retail, sports facilities, and tall structures.

Grant received a Bachelor of Science degree in quantity surveying from Glasgow Caledonian University.

Julian Anderson

Julian Anderson

President, North America

Julian Anderson is President and a founding shareholder of the company’s North American region where he is responsible for overall management of the practice.

Julian is a Chartered Quantity Surveyor, construction project management advisor, construction cost estimator, lean construction consultant, project procurement consultant, and building life advisor. Julian holds general contractor’s licences in Arizona and Nevada. He is a Fellow of the Royal Institution of Chartered Quantity Surveyors, Fellow of the Association for the Advancement of Cost Engineering, Fellow of the Australian Institute of Quantity Surveyors and a Certified Cost Professional. With 40 years of professional practice, all at RLB, Julian’s experience encompasses everything from small projects to complex projects valued at several billion dollars. He has also served as an expert witness in numerous construction-related disputes.

Julian has spoken often to industry organizations including the Associated General Contractors and Lorman Education Services. He has frequently been quoted in industry publications such as Engineering News-Record, and has written articles for Arizona Commercial Real Estate Magazine, Denver Daily Journal, and Design Intelligence among others.

He obtained his tertiary qualifications in quantity surveying from the Queensland Institute of Technology.

Peter Knowles

Peter Knowles

Executive Vice President, North America

Peter Knowles is Executive Vice President of RLB’s North American practice and serves as Corporate Vice Chair.

Peter joined the firm in 1987. As a Chartered Quantity Surveyor with over 30 years of experience, he has particular expertise in healthcare and sports facilities, and has worked on aviation, commercial, educational, healthcare, hospitality, mission critical, research and technology, and public assembly projects in the United States, Asia, and Europe. Peter specializes in the management of construction cost and time of projects.

A Fellow of the Royal Institution of Chartered Surveyors, Peter is also a member of the Australian Institute of Quantity Surveyors and the Association for the Advancement of Cost Engineering.

Peter holds a Bachelor of Science degree in quantity surveying from the London South Bank University.

Paul Brussow

Paul Brussow

Executive Vice President, North America

Paul Brussow is Executive Vice President of RLB and is the Treasure and Project Management Service Line Manager in North America.

Paul joined RLB in 1995, providing quantity surveying services from project inception through to completion and closeout in the firm’s Sydney office. An expert in construction project management, during his 22-year career he has advised clients on more than $10 billion worth of projects, developing and executing custom construction-management programs.

With a specialization in hospitality project management, Paul has worked on healthcare, residential, and commercial projects, as well. His services include construction project and cost management, change order negotiation and review, monthly progress monitoring, and litigation support.

He is a member of the Association for the Advancement of Cost Engineering.

Paul holds a Bachelor’s degree in building/construction economics from the University of Technology in Sydney.

Graham Roy

Graham Roy

Executive Vice President, North America

Graham Roy is Executive Vice President of RLB and serves as the company Secretary of the North American practice. In addition, Graham oversees the operations of the firm’s West Coast offices. He joined the company in 1995 and brings more than three decades of professional experience in construction cost management to the firm.

As a professional quantity surveyor, Graham has provided cost, project, and facilities management on numerous healthcare, education, military, hospitality, library, commercial, and residential projects in both the public and private sectors.

Graham is a Fellow of the Royal Institution of Chartered Surveyors and a member of the American Institute of Architects and the Association for the Advancement of Cost Engineering. He is actively involved in growing sustainability practices within the construction industry, and has led seminars and authored articles on the cost implications of the Leadership in Energy and Environmental Design (LEED) program.

Graham holds a Bachelor of Science degree in quantity surveying from Napier University, Edinburgh.

John Jozwick

John Jozwick

Executive Vice President, North America | General Counsel

John Jozwick is an Executive Vice President, General Counsel, and Advisory Service Line Manager in North America. He joined the firm in 2002 and has over 35 years of experience in the construction industry.

An attorney who specializes in disputes and claims, he has experience as an owner’s construction representative, expert witness services and mediation and arbitration. John is an advocate of dispute avoidance processes, and is active as a Dispute Review Board panel member.

Registered with the state bars in Arizona, Washington, and Colorado, John maintains affiliations with many professional organizations, among them the Alliance for Construction Excellence, the American Arbitration Association, the American Bar Association, the Association for Conflict Resolution, and is a member of the Dispute Resolution Board Foundation.

John holds a Bachelor of Science degree in ocean engineering from the Florida Institute of Technology; a Master’s degree in business administration from Pace University; and a Juris Doctorate from the University of Puget Sound, Tacoma, Washington.

Kevin Mitchell

Kevin Mitchell

Kevin Mitchell is an Executive Vice President of RLB’s North America practice, and the director of its locations in Waikoloa and Hilo. He is involved in the overall management of the Hawaii “Big Island” offices and oversees all projects and client relations.

A 25-year veteran of the construction industry, Kevin joined RLB in 2001. He has extensive experience in all facets of construction, including cost estimating, lender services, litigation support, and project management. He has advised clients on budget and project scope development, conducted pre-construction project reviews, and counseled on cost control and risk management for large-scale public and private developments.

He is a member of the Association for the Advancement of Cost Engineering.

Kevin earned a Bachelor of Science degree in quantity surveying from the University of Natal, South Africa.

Scott Macpherson

Scott Macpherson is an Executive Vice President of RLB’s North American practice and is the Cost Management Service Line Manager in North America. Scott also manages the Phoenix and Tucson branches, responsible for business development, client relations, and project leadership for both public and private sector clients.

Scott joined RLB in 1999. In his career of nearly twenty years, he has worked on projects in the education, healthcare, municipal, tribal, hospitality, and commercial sectors, contributing his expertise in cost management and lender services by providing highly detailed cost estimates.

Active in many professional organizations, Scott is a member of the Royal Institution of Chartered Surveyors, and an affiliate member of the American Institute of Architects.

Scott holds a Bachelor of Science degree in quantity surveying from Glasgow Caledonian University.

Joe Pendlebury

Joe Pendlebury

Senior Vice President, North America

Joe Pendlebury is Senior Vice President of RLB’s North American practice and is responsible for leading the Toronto office. Joe is a Professional Quantity Surveyor with nearly 30 years of national and international project experience. He has worked on both public and private developments across a variety of sectors ranging from transportation, hospitality, cultural and higher education to healthcare, sports and energy.

Joe possesses extensive knowledge and expertise in all phases of the construction process. He is an expert in providing cost insight during the early stages of planning and design and lends his expertise in value-engineering, cost-benefit-analysis, contract negotiation and dispute resolution during the design, contract negotiation and construction stages.

Joe is a Fellow and a past president of the Canadian Institute of Quantity Surveyors and he is also a member of the Royal Institute of Chartered Surveyors and the Ontario Association of Consulting Quantity Surveyors. He obtained his Construction Engineering Technology, Architecture degree from Niagara College.

Erin Kirihara

Erin Kirihara is Senior Vice President of RLB’s North American Practice and a member of the firm’s North American Board of Directors. As the Director in charge of the Honolulu office, she is responsible for project oversight, management of client relations, business development, operations and strategic growth for the Hawaii region.

Throughout her fifteen-year career with RLB, Erin has been involved with numerous new build and renovation projects across the Hawaiian Islands including high-profile developments in the world-famous Waikiki and Ala Moana districts. To date, she has successfully managed a portfolio of projects that exceeds $3 billion in value with specialized expertise in hospitality, residential and commercial sectors.

Paired with her exceptional record for delivering on-time and on-budget projects, Erin’s contributions to local non-profit and industry organizations have earned her recognition as an outstanding leader among Hawaii’s business community. Erin holds a Bachelor of Business Administration degree from Chaminade University of Honolulu.
