RLB in Victoria has unveiled a new Public-Private Partnerships (PPP) team to complement existing services, accelerate innovation and provide financial and project expertise within the PPP sector. 

The new team, led by experienced duo Mark Skilbeck and Matt Evans, brings extensive experience and a range of technical and commercial advisory services to PPP projects.

“Formalising our PPP team is a key milestone for RLB, as we work to diversify our service offering in response to the needs of our clients and the wider industry,” said RLB’s Victorian Director Ewen McDonald.

“RLB is committed to championing new ways of working to deliver the best outcomes for our clients. As advisors, we know the secret to a successful PPP is a strong team and a shared vision – and our new PPP offering delivers that strong team and shared vision.”

With over 20 years’ industry experience, Mark Skilbeck has recently led technical advisory teams on state and Commonwealth PPP projects, as well as providing OPEX cost estimates for public sector comparators on major transport infrastructure projects in Victoria.

Historically, Mark has managed complex projects on behalf of project companies, modified operational PPP projects, acted as an independent expert in disputes, and certified payments for some of Victoria’s largest infrastructure projects.

Matt Evans brings a versatile skillset spanning across various sectors, including health, justice, advanced manufacturing facilities, and infrastructure.

Matt has demonstrated remarkable adaptability across various sectors and project phases. His ability to assimilate project specifics quickly makes him an asset in any project team.

“Working together for five years, Mark and Matt have formed a productive bond focussed on project efficiencies. Both are highly proactive in identifying critical risks and anticipating stakeholder needs to ensure timely delivery,” Mr McDonald said.
