Managing Director Tony Moleta has announced four new leadership appointments in Victoria, with Mark Sinclair to become the firm’s newest Director, and Edmond Hennessy, Luis Rivera, and Josh Rawling promoted to the role of Associate.
Mark Sinclair – Director

RLB in Victoria’s newly appointed Director, Mark Sinclair, is its first director without a traditional quantity surveying background.

As a qualified accountant, Mark’s commerce and business background brings a diverse skillset and fresh perspective to the boardroom.

His responsibilities will cover the areas of finance, human resources, legal, compliance and risk. 

With over 25 years of financial management and accounting expertise, Mark is well equipped to take on this new challenge. While Mark has spent the majority of his career with RLB in Victoria, he also has experience in the banking and FMCG sectors. 

His proactive and solution-based approach has been essential during times of crisis, like the GFC and the current COVID-19 pandemic. He has not only been a trusted advisor for the Melbourne office, but his counsel is often and widely sought throughout RLB globally and has played pivotal roles in many strategic and operational matters.

A Certified Practicing Accountant (CPA), Mark holds a Bachelor of Business (Accounting) and an MBA. 

‘I’m extremely excited to take on this new role at RLB as we work hard planning our strategic direction for the next five years and beyond, investing in our systems, structures and people,’ Mark said.

Edmond Hennessy – Associate (Infrastructure Lead)

Edmond joined RLB in 2018, bringing with him over 15 years’ experience working with quantity surveying firms, engineering consultancies, contractors and government agencies across the UK, New Zealand and Australia.

Since coming on board as a senior manager, Edmond has strengthened RLB’s new Victorian Infrastructure Division, collaborating with our major transport clients across all phases of the project lifecycle.

Over the course of his career, Edmond has provided commercial advisory services on a variety of high-profile road, rail and energy projects, from the Auckland Rail Electrification Project, Regional Rail Link, and Level Crossing Removals, through to more recent engagements on the Metro Tunnel Project, Suburban Roads Upgrade, O’Herns Road, Western Victoria Transmission Network Project and the Metropolitan Rail (MR4) Franchise.

Luis Rivera – Associate

With over 20 years’ construction industry experience, Luis first joined RLB in Victoria as an undergraduate in 2000, before taking on both contractor and client-side project management positions for some of Australia’s most reputable firms in a stint spanning almost 12 years. Since rejoining RLB in 2018, Luis has worked with diverse clients, ranging from government bodies and private developers to financial institutions. Some of his current, more recent projects include QVM Munro, Caulfield Village Northern Precinct, Home Southbank, Richmond Quarter, 80 Collins, Wesley Place, Olderfleet and Swanston Central. 

He has in-depth expertise in all facets of both quantity surveying and project management and specialises in contract administration, financial reporting, and certification services.

Josh Rawling – Associate

Having graduated with a Bachelor of Construction Management from the University of Melbourne, Josh joined RLB in 2010 as an undergraduate.

Seeking international experience, Josh relocated to the United Kingdom in 2014, where he worked in RLB’s London office for four years, gaining exposure on a variety of complex and iconic projects. On his return to the Melbourne office in 2018, Josh has assumed lead cost planning roles on a number of significant projects alongside clients such as Lendlease, Vicinity, GFM (Home Residential), City Harbour, and Charter Hall.
