Global Board Director
Ann is a Global Board Director and sits on the UK Board as a non-Executive. With more than 35 years’ experience as an Engineer, Project Manager and Strategic Advisor in the property, infrastructure and construction sectors, Ann has expertise in working with commercial, public and third sector clients. She is an advocate for diversity and social inclusion in the construction industry.
Ann has a number of roles supporting cross industry initiatives, she is a member of the UK Government’s Construction Leadership Council (CLC), and recently authored the CLC’s report “Procuring for Value”. Ann sat on the Ministry of Housing, Communities and Local Government’s Independent Expert Advisory Panel on building safety following Grenfell Tower, is a member of the CBI’s Construction Council and an advisor to the Construction Industry Council. She is a Chartered Member of the Institution for Civil Engineers (MICE), a Fellow of the Royal Institution of Chartered Surveyors (FRICS) and holds an MBA from Henley Business School.
Ann has played a leading role in many of our company milestones, including the UK management buyout in 2003 and the formation of the global practice in 2007. She has been a member of RLB’s Global Board since 2012 and is a previous Global Chair. In her non-Executive capacity, Ann provides advice and challenge to the RLB UK Board on governance, global matters and government level thinking on issues affecting our business now and in the future.
In the academic world, Ann is a visiting Professor of Business Management, Project Management and Quantity Surveying at Birmingham City University. A judge for a number of industry awards, she is also a regular commentator in national and trade media and speaker at national and international construction conferences.

Chief Executive & Global Board Director
Andrew is the Chief Executive of RLB in the UK and is passionate about creating and delivering the best outcomes for our clients and our people.
He has a particular interest in creating opportunities for people to develop and succeed in the construction industry.
Joining RLB in 2001, Andrew is a Chartered Quantity Surveyor and a specialist in construction project management, with 25 years of industry experience.
As a Global Board Director he represents RLB EMEA within the global practice, and is responsible for the RLB Euro Alliance; a network of independent businesses specifically selected to enhance our international offering. He ensures they function effectively together, utilising both local expertise and global networks to deliver successful project outcomes.
A member of the Association for Project Management, Andrew is also a Fellow of the Royal Institution of Chartered Surveyors. He holds a Bachelor of Science in Quantity Surveying from the University of Salford.

As the Operations Director of RLB in the UK, Dean is responsible for delivering business improvements and driving performance across our regions. He has a keen focus on corporate social responsibility and sustainability targets and deliverables.
Dean joined RLB in 2007 as Managing Partner of our Sheffield office, covering Yorkshire and the North East regions of the UK. With nearly 30 years’ experience, Dean’s expertise covers project, program and construction management with a strong commercial focus. He has extensive knowledge of the PFI, pharmaceutical, healthcare, education, and industrial sectors.
Dean holds a Bachelor of Science in Quantity Surveying, a Bachelor of Arts in political science, and a Master of Science in project management.

Stuart Stables is the Finance Director of RLB UK and a member of the Caribbean Board of Directors. He is responsible for the financial strategy, financial controls and driving financial performance of the organisation forward.
Stuart brings more than 22 years of experience in the construction industry to RLB. At the firm, he has been involved in key business and operational projects, such as management buy-outs, redesigning the financial control and reporting systems, and implementation of a new management information system. Key areas of his expertise include financial reporting, working capital control, corporate governance, and coordination of internal support functions with and within the business.
Stuart is a Fellow of the Institute of Chartered Accountants and a member of the Association of Corporate Treasurers.
He holds a Bachelor of Science degree with honours in maths and physics, and a Master of Business Administration degree from the Warwick Business School.

Commercial & Technical Director
Mark Weaver is RLB UK’s Commercial & Technical Director, responsible for driving service development to meet the evolving needs of our clients. Tasked with overseeing the commercial strategy including contract, legal, insurance and risk management. Mark is also responsible for the development and delivery of major programmes/projects, technical service, quality and compliance.
Mark is a Chartered Quantity Surveyor with over 28 years’ experience on a variety of projects for the private and public sector.
His commercial development and development management skills have been instrumental in helping RLB’s clients achieve their business objectives. Mark’s extensive industry knowledge also helps to support both clients and design teams during the early stage of projects, ensuring commercial viability.
He is currently involved in the development and delivery of long-term projects and programs of works across a wide range of sectors both nationally and internationally. Mark also holds directorship of RLB’s businesses in Saudi Arabia.
Mark is a Fellow of the Royal Institution of Chartered Surveyors, and holds a Bachelor of Science in Quantity Surveying.

Managing Partner – Manchester & Liverpool
Russell Bolton is a Partner of RLB in the UK, responsible for managing RLB’s Manchester & Liverpool offices.
He is a member of the national leadership groups for both the commercial and residential sectors, as well as national leadership groups for project and cost management services.
Joining RLB in 2015, Russell is a Chartered Quantity Surveyor and a specialist in construction project management with over 35 years of industry experience.
Russell has extensive experience throughout the UK and Europe, with specific responsibility for many significant projects (up to £400 million in value) across the public and private sectors. His responsibilities have included managing large cost and project management teams on several landmark projects regionally, nationally and internationally, such as leading a large multi-disciplinary team of consultants on a Pan-European rollout data infrastructure project.
Russell is a member of the Royal Institution of Chartered Surveyors.
Partner - National Head of Commercial
Matthew Brooker is a Partner of RLB in the UK, with responsibility for the commercial sector for London and the wider UK business. He has established loyal and long-term relationships with some of the largest developers and portfolio holders in the country.
Joining RLB over 30 years ago, Matthew has a wide range of project experience, and now provides his clients with an opinion based on a sound knowledge of the major drivers that deliver successful outcomes within the commercial sector.
As a member of the Partner team that adjudicates the quarterly All In Tender Price forecast, he adds commentary that supports current findings, and rationalises predicted trends in the commercial sector cost market.
Over his career, he has helped deliver nearly 300,000 square metres of office space in both Central London, and regionally. It is this experience that provides clients with insight, advice and opinion in all aspects of the development, design, procurement and construction process.
Matthew is a member of the British Council for Offices, and holds a Bachelor of Science in Quantity Surveying.
Partner – Head of People and Culture
Sarah Draper is a Partner of RLB in the UK and Head of People and Culture. Sarah joined RLB in April 2020 and has responsibility for the people strategy and delivery of a best in class approach to people and culture within the UK.
Sarah has over 20 years’ experience gained in HR roles across corporate and professional services businesses. Sarah has extensive experience leading successful, people, diversity and inclusion and cultural change initiatives in the built environment.
As well as being a Fellow of the Chartered Institute of Personnel and Development (CIPD), Sarah gained an International Business degree at the University of Hertfordshire, giving her a good foundation and solid understanding of commercial business and practice.
She is a member of several industry wide committees and also a judge for HR industry awards, as well as having been shortlisted herself for HR Champion at The British Diversity Awards 2020.
Managing Partner - London
Nick is the Managing Partner for RLB in London, having joined RLB in 2017. Since then, the London office has overseen considerable growth with the introduction of a number of blue chip, international clients.
With over 25 years’ project and cost management experience, Nick has worked on both the contracting and consultancy sides of the industry and has a long record of successfully advising local, national and multinational corporate clients across a wide range of sectors. Nick has been responsible for leading and managing teams on a variety of prestigious projects for Clients across both the private and public sectors including Network Rail, British Land, Morgan Stanley, BT and Microsoft.
Having spent 7 years working for a major multi-disciplinary private practice, the last 14 years has seen Nick leading the cost consultancy team for a major international construction/consultancy organisation, covering commercial office, residential, infrastructure and data centre sectors where he has been responsible for over 10 million ft² of new corporate office and residential space together with over 500 MW of data centre IT load.
Nick is a member of the Royal Institution of Chartered Surveyors.
Partner – National Head of Healthcare
Conor is a Partner of RLB in the UK and National Head of Healthcare.
Conor has 25 years’ experience in the health industry, including previous operational experience of running clinical divisions and regional health initiatives. He has worked in more than 24 countries worldwide on projects valued in excess of £12 billion including many of the UK’s largest schemes.
His extensive expertise in the healthcare sector ranges from strategic planning to operational commissioning and efficiency reviews, covering primary, community and particularly acute projects. His approach is underpinned by a focus on achieving sustainable healthcare delivery and matching investment to new ways of working.
Conor works closely with colleagues across different sectors sharing knowledge to apply new ways of thinking to health design, project implementation and revenue and funding matters. Conor is an Accredited Facilitator for the Design Quality Indicator in the healthcare sector reviewing practice and stage reviews.
He holds a BA Honour degree, a Master’s degree, and is a member of the Association for Project Management, and a member of Institute of Healthcare Managers.
Partner - Head of National Commissions
Steve Gillingham is a Partner of RLB in the UK and Head of National Commissions.
He has over 25 years of experience as a Chartered Surveyor. Having worked on commercial offices and corporate real estate in London, and managed regional businesses in the public sector, he now heads up National Commissions including Key Account Management, National Programme Management, Public Sector and Frameworks.
As Sector Lead for Central Government and Local Authorities, Steve specialises in in frameworks, public sector, regeneration, local and central government and Public Private Partnerships.
As well as project delivery, Steve has a great deal of experience of client relationship management including frameworks and significant programmes of work. He understands the need to ensure consistency and value for money and will drive improved performance. He also facilitates strategic risk reviews and lessons learned because he is passionate about continuous improvement.
His interest in driving positive change within the industry extends to supporting its future workforce, and he sits on RLB’s Steering Group for the Futures Board.
Steve is based in our Manchester office, and has spoken about Northern Powerhouse Rail in his capacity as Board Member of Northern Powerhouse Partnership. He is also a regular commentator in trade and regional press.
Steve is a Member of the Royal Institution of Chartered Surveyors and has a Bachelor of Science in Quantity Surveying from Kingston University.
Partner – Building Surveying and Health & Safety services
Chris Hartley is a Partner of RLB in the UK, and National Head of Building Surveying and Health and Safety services.
He has over 30 years’ experience in the construction industry, working with regional and national clients across the public and private sectors.
Chris specialises in helping clients optimise their built assets and investments, delivering improvements through tailored advice underpinned by technical best practice. Chris incorporates the latest innovations and technology to create solutions, focused on delivering customer service excellence.
Graduating from the Bartlett School of Architecture, University College London, and following several successful years in construction management, Chris joined RLB in 2002, to head up the Building Surveying team in RLB’s Manchester office. He is a fellow of the Royal Institution of Chartered Surveyors, and is also a member of the Association of Project Safety and a member of the Association of Project Management.
Partner - National Head of Retail
Julian King is a Partner of RLB in the UK, responsible for the development and leadership of RLB’s retail sector nationally. He has a wealth of experience working with leading retailers and retail property companies.
Joining RLB in 2004, Julian is a specialist in programme management with over 25 years of leadership experience. He has been the architect of many of the innovative tools, techniques and processes adopted by RLB to deliver our unique approach to programme and project management. These include mobile working platforms, database systems, innovative data capture processes, data analytics, and real time dashboard reporting systems.
Julian has a broad understanding of the retail development process, and leads our teams delivering national refurbishment and major new development programmes. With a background in airport retail, Julian has enabled a strong sense of process and has an excellent knowledge of working with multi-stakeholder clients and operational environments.
Julian is a member of the Chartered Institute of Building, a Chartered Construction Manager and is a qualified practitioner within the Managing Successful Programmes specialism.
Partner - National Head of Cost Consultancy and Global Board Director
Russell Loyd is a Partner of RLB in the UK. He is a member of the senior management team in the London office, with responsibility for ongoing development of quantity surveying services. Russell also represents RLB in the UK on the Global Board.
He works closely with global colleagues to deliver major international projects across Europe and beyond.
Joining RLB in 1994, he has over 30 years of industry experience across a broad range of sectors, including leisure, retail, sport, residential, health and process engineering. His vast expertise in cost management and procurement of both major projects and large roll-out programs provides clients with advice and opinion to deliver successful projects.
Russell is a member of the Royal Institution of Chartered Surveyors, and holds a Bachelor of Science in Quantity Surveying from Birmingham City University.
Managing Partner – Bristol
Jackie Pinder is a Partner of RLB in the UK, with management responsibility for the Bristol office. Based in South West England, Jackie has specialised in the defence sector for 15 years.
Joining RLB in 1989 as a graduate, Jackie is a Chartered Quantity Surveyor and a specialist in construction project management, with 26 years of industry experience.
Jackie represents the UK Project Management (PM) service at a national level, and is responsible for the RLB PM Knowledge Management System. She ensures that the collateral and information is up to date and relevant to current PM practices. Jackie leads our corporate accreditation of PM services with the Association for Project Management.
Jackie is a member of the Association for Project Management, and a member of the Royal Institution of Chartered Surveyors.
Managing Partner - Birmingham
Jo Reynolds is the Managing Partner for our Birmingham region with responsibility for leading a team of over 140 staff working across RLB’s core sectors and services.
She specialises in key account management, project management, programme management and commercial management, with an emphasis on the successful delivery of large complex change programmes for major corporates.
Joining RLB in 1994 as a graduate, Jo is a Chartered Quantity Surveyor and a specialist in construction project management, with over 25 years of industry experience.
Jo focuses on business growth, developing new key accounts, and creating opportunities for success for existing clients. Helping clients achieve their business objectives through their change programmes, is paramount to the success of the business unit.
Jo coordinates both local expertise and global networks to deliver successful project outcomes for key clients who cross territories, and to make sure that RLB offers the best service delivery options available.
Jo is a member of the Royal Institution of Chartered Surveyors (MRICS) and the Association of Project Management (MAPM).
Managing Partner – Thames Valley
Mike Righton is Managing Partner of RLB in Thames Valley.
Mike has an established track record of commercial management, leadership and building long term client relationships in both the private and public sectors. With over 15 years’ experience, Mike applies his extensive knowledge to provide clients with insight, advice and opinion in all aspects of the development, design, procurement and construction process, to achieve successful outcomes.
He is responsible for the ongoing strategic development of the Thames Valley office and its delivery of cost management, building surveying, health and safety and project management services. At a national level, Mike is a member of the cost management service group driving developments in this service line, and also advises the commercial and residential sector groups.
Mike’s industry experience stretches across a broad range of sectors, including commercial, residential, education, science and infrastructure. Mike holds an MSc in Construction Cost Management from the University of Reading and is a member of the Royal Institution of Chartered Surveyors.
National Head of Industrial & Logistics
Duncan Robertson is a Partner of RLB in the UK and National Head of Industrial & Logistics.
He has over 30 years’ experience in the industry and is an outgoing and commercially focused construction project management professional, with strong communication and interpersonal skills. Duncan delivers major industrial construction projects from feasibility stage through to handover.
Duncan is highly skilled in key account management within the distribution and retail sectors and has built strong business relationships within the UK and European markets. Since joining RLB in 2017, Duncan has been a Key Account Manager working with Gazeley GLP and Amazon EU. Other Industrial and Logistics clients that Duncan has been working with include Verdion and IM Properties.
He is a member of the Charted Institute of Building and Association for Project Management. Duncan also holds an Advanced Diploma in Sustainability from the University of Cambridge.
Duncan has a national role but often can be found in Manchester office.
Partner - National Head of Project Management
Guy is a Partner of RLB in the UK and National Head of Project Management responsible for driving improvements and innovation in our project management service delivery. He has over 25 years of major project experience within the UK and internationally, and has advised local, national and multinational corporate clients.
Guy has been involved in complex and demanding projects, across a range of sectors, leading project teams from inception to completion to add value.
He works closely with stakeholders to fully understand their needs, developing strong working relationships to deliver successful outcomes.

Partner - National Head of Residential
Paul Sambrook is a Partner of RLB in the UK and the national residential sector lead. He is responsible for market leadership, company strategy and direction in this sector; across our core services of cost management, project management and building surveying.
Paul has over 25 years’ experience in the construction industry, working with major blue-chip residential developers, national house builders, investors and public sector regeneration specialists.
Residential is a key sector for RLB, with areas of expertise including residential towers, residential led mixed-use, the private rental sector, regeneration schemes and affordable housing. In the last 5 years, Paul has been actively involved in schemes providing over 20,000 homes with a value in excess of £3 billion.
Paul is a member of the Royal Institution of Chartered Surveyors.
Partner - National Head of Advisory Services
Mark is a Partner of RLB in the UK, responsible for the overall direction of RLB | Schumann. Based in London, Mark specialises in design management and specification consultancy.
With 16 years’ experience in the construction industry, Mark is a qualified project manager, focusing on design and project management, contract negotiation, thought leadership and specification consulting on major projects worldwide.
Other than in the UK, he has lived and worked in the Middle East, Asia and the USA and has delivered many large projects for multi-disciplined and international design teams.
In 2012, Mark built a global networking platform for professionals working in the built environment to connect with each other using social media tools, whereby he also built and developed an iPhone application for this product, which won the ‘Best Mobile Application in the Built Environment’ in 2012.
With a large presence on social media, Mark is a regular contributor to thought leadership discussions within the architectural and wider construction fields.
Mark holds a Degree in Project Management (construction).
Partner - National Head of Education
Stephen Scott is a Partner of RLB in the UK and the national education sector lead. He is responsible for market leadership, company strategy and direction in this sector; across our core services of cost management, project management and building surveying.
Joining RLB in 1996, Stephen has over 25 years’ experience in delivering construction consultancy services, with emphasis on education. He has helped to deliver over 100 projects in the sector with a value of over £500m, working with a broad range of Education Institutions including major Russell Group and Redbrick Universities. This experience has given him a detailed understanding of the challenges faced by the sector and enabled him to build long term relationships with our clients.
Education is a key sector for RLB, with areas of expertise including schools, further and higher education.
Stephen is a member of the Royal Institution of Chartered Surveyors.
Chief Digital Officer
Matt Sharp is a Partner of RLB in the UK and Chief Digital Officer. Matt joined RLB in 2020 and has responsibility for strategy, project delivery and day to day service operations for digital, data and technology products and services in the UK.
Matt has over 15 years of IT leadership experience gained through complex digital transformation projects delivered across Europe, the Middle East, Asia and the United States.
Matt has broad industry knowledge across retail, telecommunications and industrial services whilst also bringing construction and built environment digital solutions knowledge from IT leadership roles he has held working for consultancy and public and private sector client organisations.
From his studies at Loughborough University, Matt has a Bachelor of Engineering degree in the field of Manufacturing Engineering and holds a Master of Science degree in Finance & Management.
Matt is a Chartered Fellow of the British Computing Society (BCS) and represents his professional body on the Construction Industry Council. Matt has been a judge for the UK IT Industry Awards since 2017.
Matt has a national role and can often be found in our London or Birmingham offices.
National Head of Infrastructure
Andy Stamps is a Partner of RLB in the UK and National Head of Infrastructure, responsible for leading all infrastructure activity across our UK offices.
With over 30 years of experience, Andy is expert in the delivery of major projects and programmes of work across all areas of infrastructure, including working with joint ventures and alliances.
His experience spans working for main contractors, consultancy, and client organisations throughout the UK, strengthening his ability to represent clients and end users, and meet stakeholder requirements. He has significant experience as a commercial leader. He understands the need to optimise the value delivered for the best outcomes by aligning all objectives from the outset and is a passionate exponent of collaboration and its benefits.
Andy is an advocate of raising awareness of careers in construction and is actively working with Wolverhampton University to promote the industry to future generations. He regularly participates in conferences and forums to drive positive change.
Managing Partner – Yorkshire & Humber Region
Matt is the Managing Partner for our Yorkshire & Humber region in the UK, with responsibility for leading both the Sheffield and Leeds offices.
He has expertise across a variety of sectors, commercial and industrial, residential, education and healthcare, and has delivered a number of high profile and complex projects under both JCT and NEC Forms of Contract.
Matt is particularly skilled in working with public sector organisations and understanding their needs and requirements whilst adhering to public procurement rules. He is the RLB Framework Manager for Yorconsult2, a consultant framework which can be accessed by public sector organisations, including all councils within the Yorkshire & Humber region, as well as charitable bodies.
Matt joined RLB in 1996 as a first-year apprentice Quantity Surveyor, and is testament to the opportunities available through apprenticeship schemes. He holds a Bachelor of Science in Quantity Surveying from Nottingham Trent University and is a member of the Royal Institution of Chartered Surveyors and the Association for Project Management.
Partner – Finance
Warren Taroni is a Partner of RLB in the UK, responsible for providing effective financial leadership to the finance team, to enable strategic foresight into the business, and also provide knowledgeable and accurate information to colleagues and senior management.
With over 15 years’ experience in the construction industry, Warren brings a wealth of knowledge to the business in key areas such as financial reporting, preparation and delivery of management accounts, working capital control, and ensuring all financial accounting concepts are adhered to.
Other principal roles include corporate governance, financial reporting, cash flow management and fully supporting the finance director with operational decisions.
Warren is an Associate of the Chartered Institute of Management Accountants (ACMA).
Partner – Compliance & Business Improvement
Viv Todhunter is a Partner of RLB in the UK, with national responsibility for Compliance and Business process improvement. She leads a team responsible for quality, health and safety and environmental management, and corporate responsibility across the UK.
Joining RLB in 1986, Viv is a Chartered Quality Professional with expertise in the design, development and implementation of quality and environmental management systems. She has over 15 years’ experience in the compliance field.
As a qualified lead auditor, Viv identifies improvement opportunities in every area of the business. She authored the UK’s first CR report in line with the GRi application level C, helping RLB to be the first in our industry to achieve this award.
She also project manages many of the in-house improvement projects, and has rolled out a document management system nationally, which included the design of a bespoke online project quality planning and review tool, and assisted in the design and development of a bespoke RLB Training Academy.
Viv is a member of the Chartered Quality Institute.
